Once again this is a RTS game, make no difference if its running 71FPS or 76FPS, its really not much of a issue.
I am looking at the AMD's and I3's running at 30 and 40 FPS...

I get the Nvidia vs AMD GPU DX12 API debate thing going on, but when it comes to this game its mostly CPU that matters.
The thing that makes me laugh about this benchmark is, due to the inclusion of the DX12 API the GPU performance is getting most of the attention over the vastly more relevant CPU scaling.
Its going to be FAR better having a higher end processor and a mid range GPU regardless of DX 12 or...
The games you play I would believe the answer is flat out no its not worth upgrading. Doing a quick Google at modest resolutions. If no ONE core is ever maxed you are unlikely to see a tangible benefit.

Its not safe for a 4770k on air you mean. I have a very modest Corsair H110 running a [email protected] and it can do it all day sitting a smig under 80C with around 25C room temp. I don't consider this cool, but it is very solid and worst case.

Open up Task Manager, alt tab into Witcher and play for 10+ seconds, alt tab out. Are "any" of your cores maxed recently?, repeat process a few times.
If not a processor upgrade is not likely to help, its not a 100% accurate methodology probably...

You are over thinking it, your temps are NOT consistent with most other people on half decent liquid cooling for 4.4Ghz 1.2 volts, they are god awful. Your loop has issues or is not very good take your pick, it 95% likely one or the other,

Your water cooler is doing a very poor job almost air cooling performance, my modest Corsair Hydro 110i maxes 82C running prime indefinitely & I am forced to run 4.4Ghz 1.330 vcore, a fair bit higher than you. Something not right there!
Yep tried all that, the cache multi virtually has no effect, its just as happy at 44 as it is 35, seems to be all about vcore. LLC helped me get below 1.4V for 4.4Ghz, Ring voltage has little effect. Basically it doesn't respond the same way as better samples as others have also reported...

Around 1.36 Vcore @4.4Ghz solid as a rock, change to 1.32...
