    Problem is solved, see my post right after the one you quoted. TLDR; dhcp-ignore option was set for clients presenting themselves as PXEClient. And, the dhcp-option, dhcp-boot, and dhcp-range settings needed to be set in /etc/dnsmasq.conf instead of through UCI via SSH.
