Did you change any power management settings? If the hard drives are powering down, the delay could be coming from the time it takes for them to power back on. Also, you might want to check and see if your media folder has become severely fragmented - that could be causing some delay as well.

The 32" 1080p TVs are actually lower resolution than the 26" monitors (1920x1080 v 1920x1200) and they will have more inputs (like 3HDMI, component, s-video, cable, etc.). They are worth looking into - 32" isn't too much for desktop use. I have one and sit an arms length away and it's perfect.

Why not just put it underneath and not worry about it? As others have said as long as it has feet so that head can still escape it shouldn't be a problem, but putting it below just gives a little extra piece of mind.
