    If you did a fresh install, why would you mess with disk permissions? Is your windows not cracked at all? 30 bucks sounds really fishy. I've done hundreds of windows 8.1 installs and all of them worked flawless right out of the box.

    One of our spare boxes use a E8400 (cooled with a Hyper 212, regular not plus) with a HD4870 on Windows 8.1 Pro x64 and temperatures / CPU Usage are exactly the same as were on 8 and on 7 and on Vista. For the old Radeon driver is AMD Catalyst 11.12 which seems to work without issues. Perhaps...

    Download Rufus and double click it, insert usb jumpdrive, on rufus click on the disk/iso icon and point to your dvd or downloaded .iso of windows, click start and let id do its magic and it should be done in a few minutes.
