forgot to ask, did you disable the hardware compression in the to-tape job?
as the Veeam files are already compressed, it might be limiting the througput of the tape unit, instead of helping with the capacity

that unit looks good, but the extra headroom is in the 12v rail, 3.3v and 5v are the same as the Seasonic units.
As this is a server (iGPU FTW) I don't see the advantage of the extra A's on the 12v rail at a price increase of 40~50 euro

if the server is on a UPS you could test the RAID1 in an "Always write back (independent of BBU state)" mode and see if it is worth investing $180 in a BBU.
sounds like the RAID5 is in wite-back mode (using the cache on the controller), but the RAID1 is in write-through mode and has the on-disk cache disabled.
since you're already running windows 8.1, what about Windows Storage Spaces?
it seems the system is used mainly for playback (reads) so a somewhat low write speed shouldn't be much of a problem, just leave a disk or 2 out of the pool if you plan on ripping any media to the system.
