Is there any reason why you are not using the default ports of 9080, 9081-9083. You don't necessarily have to use these specific ports, but it's highly recommended to forward xxxx digit port numbers for Remote Potato.
As said, the cpu should serve your needs perfectly. You do not need a powerful CPU for a htpc since most of the work will be done by your gpu. The 560 should be able to play all high bitrate 1080p movies without breaking a sweat.
Picked up a Panny 55" ST30 a couple of weeks back on clearance from Sears a couple of weeks back for 900 bucks and absolutely loving it. The PQ on the Panny with proper calibration is amazing, not to mention the black levels, which are so much better than my Samsung and Sony LCD's.

An i5 2500 would serve your needs perfectly. I would even go as far as not getting a video card at all since the intel onboard graphics should be more than enough unless you plan to do any kind of gaming on this PC.

You cannot record to the XBOX. This will record to the PC hosting the xbox as a client.
Whether you can move it to your WHS box depends totally on your cable provider and the CCI flags set by your provider. You cannot record to the WHS machine, but you can move the recordings from the WMC...

If your Router is rebooting, change out the power supply. I think the power unit is rated 5V @ 2A. I had this happening to me about a year and half back, switched out the power unit and problem solved.

You may be able to get away with 720p, but 1080p is almost impossible even with dual band wireless N. You can try other options like powerline networking or MoCA if pulling cat5/6 is not a viable option in the apartment.
Unfortunately the Harmony Link does not support Activity Macros. This makes it absolutely useless for people who use advanced commands or require sequences to perform an operation.
