There's nothing in the Store that can't be distributed another way, even UWPs don't have to go only through the Store. That Microsoft decides to distribute some of its own stuff only through the Store, well look at how many folks don't want to cough up 30% to a third party these days.

It should all work fine with older versions of Windows 10 and prior versions, it's just that the vendor validation was done against test versions of 1809. One exception being RTX ray tracing that needs DX 12 extensions available only in 1809 and later versions of Windows 10.

The main issue here is vendor validation, they are doing their a lot of their testing with only the latest version of Windows 10 and are ignoring older versions of 10, 8.1 and 7. The RTX ray tracing stuff though is dependent on a lot of DX 12 stuff that's only in 1809.
Linux SteamVR has been in beta for almost two years now so sometime soonish or never. They may be waiting on Steam Play to mature, considering the market size of PC VR, native Linux VR content is probably going to be scarce.

There are a number of apps in the Store ranging from things like Netflix to Xodo which are quite excellent. If one choses not to use the Store that's their choice but I think most will find it useful for at least a few things especially with a 2 in 1 device.
