Both the 16xx and this new 1703 finally allow unlocking of the 2 extra cores on my 960T.

I disagree, in many cases the MINIMUM frame rate might go up that couple of FPS which is the difference between smooth and jerky. e.g. in FEAR on one card I was using (I think it was the X1800XL) the minimum FPS went from 23 to 27, that is noticable. :)
My temps went up after removing the stock paste, polishing and replacing with AS5.
The paste used on my card looked quite good (silver, nicely applied), card is a Connect3D.

You probably don't. If ATItool detects a fan that can be changed on the gfx chip in your laptop, you should notice the fan speeding up if you change it to 100% in ATI Tool's fan page.

Once one enables 8x or better AA at high res (1600x1200+) the CF X1900s seem to be faster.
Lets face it, if you have two monster cards you would WANT to be running at high-res and high AA.

I have an X1800XL with 2ns RAM and a VF700 and it did 621/621 in a hot case (stress tested).
I've moved it to a cooler case now (selling it and the PC), not tried maxing it yet but it goes to the max of overdrive no problem (575/550 or whatever it is) and is at 41c idle.

It's the current rating that is of more interest than the voltage (as long as they are not too low/fluctuating and assuming the BIOS is accurate).
The current rating for the various lines should be listed on a label on the side of the PSU.
In that case it sounds like you do indeed have a not-so-hot card.
That said, it might still be worth disabling the ATI Smart and key poller, installing ATI Tool, setting the volts right and seeing what you get ....... :-)

If you are nervous about AS5 (I am too on the GPU) you can use Arctic Ceramique which is completely non-conductive and seems to work pretty well.
It's also a little runnier than AS5 so easier to spread out thinly without using too much pressure .

You didn't say what volts you set in ATI Tool (need to set them to what they should be for 3D).
Also, did you try just overdrive (or stock) with the XTX BIOS? i.e. Were games etc. OK with the XTX BIOS without ATI Tool installed?

It's pretty normal, even a 520 Powerstream just running a single X800 can do it.

The only problem with most 19" and 17" screens is that very 1280x1024 res. It's very square, in games you will see more top to bottom than you would with a 4:3 or 16:9/10 mode.
I personally prefer to see more of what is happening at the sides than to see more sky or more of my feet. :)

I've just installed Cat. 6.2 and now the VDDCI is showing as 1.486 as the default 3D.
To clarify:
VGPU: 1.425
MVDDC: 2.086
MVDDQ: 2.086
VDDCI: 1.486
The Zalman VF900 might be your best bet, it looks much lower profile than the VF700 so if your card currently fits using 2 slots it should def. fit and will be much quieter.
The only question is if your case can then extract the heat as it doesn't vent the air out the back.

If you are referring to the bloom problems with the NV goggles, that's apparently fixed in the Catalyst 6.2 driver.

It looks to me like your CPU is the bottleneck. AM3 is very CPU sensitive on a good card. Crank the CPU to 2.4GHz+ and I reckon you will see a big improvement.
Official Catalyst 6.2 is out as well.
HQAF is a noticeable improvement in e.g. HL2 where you have long tunnels and the like with angled walls. Looks MUCH less blurry in the distance. Nice on hi-res screens. :)
Tha games might not show a particular resolution unless it is in the driver list ..... the new Powerstrip is supposed to allow creation of custom modes on the X1900 series too. (See other thread in forum).
