Just put my E3110 and DFI DK P35-T2RS combo together Tuesday night. The mobo recognized and posted just fine with the E3110. BIOS date was something like 10/31/2007out the box. No problems at all so far. Upped it to 400x9 last night without any extra voltage required.

Shot in the dark here, but have you updated the system with the most current nForce4 chipset drivers. It might re-detect and replace the .inf files for the USB controller and allow things to operate at their full potential.
The caps could definately be an issue with this board if it was revision 1.1.
Check for bulging or leaking capacitors surrounding the CPU or near the northbridge chip.
If it is you would need to re-cap it or replace the motherboard.
I've definately seen that jumper on a nForce2 chipset MSI board. However, I didn't see it in the .pdf version of the NF7-S2G manual.

I completely removed the ide cable and dvd-rw drive from the machine and the problem still occured.
I also bumped up the voltage to the CPU and that did not resolve the problem either.
Finally I tried raising the voltage on the memory by 0.3 getting it up to 2.1V...
