What playback software are you using? As far as I understand, if it's not TMT or any other official bluray playback software that supports frame-packed 3D content, it'll play one "eye" when using 3d bluray discs. If you are, I believe you'll have to maually enable 3D mode on your TV.

I'd recommend a Ceton InfiniTV6 PCIe tuner, personally. Silicon Dust makes decent CC tuners too. As mentioned, you won't get on demand - I believe you CAN get pay-per view, but you have to request it over phone.

Have you tried removing the static IP's and see if that makes a difference? And are your static IP's assigned on the device ends or are you using a DHCP client reservation list? Is it possible your gateway is getting rebooted for some reason? Not much help here, but just thinking out loud...
