1 frame -- maybe, maybe not; it depends on how sensitive you are to lag. In my opinion 2 frames is noticeable and requires quite a bit of getting used to. You can adjust to it, but I personally would rather play FPS games on a display with 1 frame of lag or less (the lower the better, obviously).
How do those Usher monitors compare to DefTech StudioMonitor 350s? Both are in the same price range. I read over at AVSForum that the DefTech 350s are good for gaming.

I've owned 5 different eVGA cards over the past several years, and I've never had any problems with them: FX5900, 6800GT, 7800GTX, 8800GTX and 8600GT. The latter three cards are still in use and going strong. You really can't go wrong with either manufacturer, though.

It's not really burn-in, but image persistence. Burn-in is permanent, and is typically associated with phosphor screens like CRTs. You should be able to fix the image persistence by turning your display off for a few hours. Setting your display to go into power save mode after 10-20 minutes...
