The OSD menu option is just a fan speed test. The fan runs automatically during normal operation. Here is pg 89 of the manual:

Everyone has different eyes. It's the same thing as people having varying ranges of sense of smell, palate, hearing, being able to see ghosts etc..

I see a 12W drop on my UPS when unplugging the monitor vs. plugged in and off. I believe the review is stating that ECO mode shuts off the fan after ten minutes after auto power off, but I haven't tested that yet.
