That clicking sound is perfectly normal. All CRTs that I've ever encountered do it. Dust isn't a problem with CRTs either, if it was you would hear about people blowing the dust out of their monitors!
Hehe don't worry about it. The electrical contacts in outlets are recessed several millimeters into the holes, and even then you'd have to touch both contacts to get a shock. So unless you're really trying hard to get shocked...
