In the past I have had cards with constant coil whine even at idle.
My 3070TI that I currently have had coil whine when I got it but at some point it just went away.

Yeah in looking the Strix or the Gigabyte Aorus Master B650e both look pretty enticing price per feature set compared to the x670e's.

At previous places I worked yes. The R&D (and other) costs were rolled into the unit cost from an accounting perspective. Nvidia could be different as I never worked for them.
Seeing the margins for nvidia at 70+ % already and having them increase the pricing on cards in depressed market, I have lost all respect for them much like apple.
70%+ margins is pure greed, and as a consumer I will not support that.
But HDR doesnt absolutely mean better colors, look at the DCI-P3 coverage these IPS panels are around 86% for the best of them around 1000$. My projector for instance has ~97% DCI-P3.
Sure the super expensive monitors have better DCI-P3 coverage, but those are are nearly as much as my whole...
Dont get me wrong, I wouldnt settle for a 60hz again, but 4k (Higher pixel density) was a much better visual value to me than HFR even in old games that were easily pegged at 144hz.
I think my eyes top out around 90-100hz, I couldnt tell the difference beyond that.

That' just it, I tried one but it just wasn't really. I mean was is better, sure... but again it really didn't feel that much smoother. Maybe my eyes just top out early on the HFR scale, I dunno.

I feel HDR brings very little over all. It doesnt make a night an day difference to me, its a nice to have at best.
Better color and saturation would be great a much bigger win IMHO, as well as better contrast (but that I have given up on with IPS)

I have had alot of computer monitors for decades, IMHO value for cost these are just not really worth the price. (Especially the 1500$ + ones, while some look nice that is just ridiculously greedy margins right there!)
They dont look significantly better from a color, clarity, or motion...
I recently tried a 144 hz at a friends and it just didn't give me the same feel as a 75-90hz CRT back in the day. There was a difference (60->144 with about 120 fps average) but it just didnt really feel striking.
More noticeable was the freesync lack of tearing.
But if prices remain consistent then new tech is just costing more.
Price drops on previous tech just mean new tech is that much better w/o costing that much more.

I was honestly hoping to spend less and get a 4k 32" or 5k 38" later when better ones come out and I can get a video card that can drive that for some...

Are you stating that the PG32UQ has 48Gbps ports?
So far various monitors support 24 or 40 or 48 Gbps ports, its a crime this is not more clear in the specifications.
I heard the PG32UQ was 40Gbps but that was just a passing mention I saw, not some testing.
On the screen 1/2 blue, it could be a cable issue. Make sure you are using a quality DP 1.4 cable that is rated for the highest signaling rate.
Not saying it is, but I have seen funky things with cables.

Make sure you are using DP or HDMI and using the appropriate DP 1.2 or 1.4 rated cable or HDMI 2.0 cable to ensure you are not loosing fidelity.
And dont use a cable any longer than you...
