After rebooting, or booting from a full shutdown, I will get to the login page, enter my credentials, and hit enter, only to be greeted with an endless loading screen on "Welcome".
The only way around this appears to be booting into Safe Mode, and then rebooting normally. Trying to do a startup...
Looks like that was it guys - the power limit settings. Bumped that up to 20%, temps are still good, and the overclocking is actually showing the gains it should.

Can I monitor VRM through GPUZ? I've been watching the core temp and it barely breaks 60C during these tests.
What confuses me a bit about the power throttling is that I can literally overclock it by .005% (940 -> 945) and have this issue, but I won't rule it out until I try it!

Honestly that's pretty good performance for a setup that old... I've got an OC'd i7 930 and in most situations (outside of cities) I only hover around 50fps.
I'd count your blessings and save for a total overhaul.
This really shouldn't be surprising... There's also no SLI support anyway as I recall, so you're not gaining anything there. MMOs are always very, very bad on performance when you're around 100+ other players.
That said, you shouldn't be getting any huge slowdowns in 4/8 player dungeons...
I think you missed the parts where the console doesn't work in something like 75% of the world, where the barracks internet has traffic shaping, and where (anecdotaly) the connections are spotty in general.
