yeah.. that denon does look decent as a solid budget receiver.

I believe its because most tvs run at 60z. it has to be esily divided into 60. if not, you would get whats happening in that picture. this is also why with some 60hz tvs have slight judder with movies, because bluray/dvds they typically run 24 fps which doesn't divide into 60 pretty.
