I think all of it looks good. The PSU is fine and gives you some headroom. The SSD is actually well reviewed and a good choice for the price. All around thats a great 1440p gaming setup, and might run 4k with some titles.
RAM was insanely cheap for a while. WEnt with 64 gigs of ddr5. I've never seen usage above 30 gb. But I also do not track the usage, and only noticed when I looked. I still would build with 64 gigs now if I were doing it and ram was cheap.
Going small / SFF with large power hungry hot GPU's will most certainly be loud. This newest gen dumps out heat and is very loud. Also the coolers are MASSIVE right now. If you are looking for a quiet build a larger build will be easier to tame.

6800's have been reasonably cheaper recently multiple times. A few 6800xt's hit the 430 mark also. If you need something today this is a decent deal. If you can wait I would. This isn't a scorching deal imo.

Generally speaking a high quality PSU like the one you are purchasing eliminates much of the coil whine issues. The other element is generally the quality of the electrical wiring in the house. If you have not had a coil whine issue yet and you've had high end GPU's, chances are you will be fine.

If the drive is fully functional you can usually use a windows installation disk, or a drive with the repair tool on it that is bootable and tailored to that OS. If you have access to the drive you should be able to determine exactly which version of windows is on it.

I would personally utilize something like a Synology NAS for that. A bit better hardware, not overly expensive compared to enterprise grade gear, and security is much better than a consumer grade router. Plus you get the added reliability of a hard drive array vs a USB interface device.
