It really depends on your posture, height, and your desk height. For me I have a long torso and due to the height of my desk I would be looking down at the TV at that height.
I have my q6fn wall mounted, my head is around 4-5 feet from the tv. When you get inside of 4ft you start to see color shift around the periphery if you look at a solid colored background, that's something unavoidable with a VA panel this big. I would highly recommend wall mounting as the TV...

For the 2080ti rtx should be able to hit 4k@60fps or 1440p@120fps.
For the 2060 their performance target should be 1080p 60fps.
Less than that is a step backward from previous gen card...

This is not true anymore, look at the division or sea of thieves they had rough starts but managed to recover. I do think it's much much more difficult now for the game to be an ultimate success but not impossible, particularly if they you know... Fix it.
