I'm not sure if you can do this with AM5, but on my 5950X the answer was an All-Core OC (not using PBO), CPPC off & SMT off. Removed all "stutter" I ever had and improved performance in a very measurable way (another thread on this forum about that). Not sure if you are able to do the same...
The 5950X is a remarkable chip. For gaming, All core OC, SMT disabled for me (smooth as butter, 0 stuttering). Productivity? Run a PBO curve with SMT on.
The versatility of this chip is amazing, plan to keep mine as a main use rig until Ryzen 8000 or Intel 15 series.
In terms of Frame Gen, have you actually used it? Everytime I hear "input lag", I laugh and assume said comment has come from someone who has never used FG before. I have a 4090 and have no trouble driving 4K, but I have used FG in FH5, Portal RTX, CP2077 and SW Jedi Survivor... 0 input lag...

I mean, what's your end goal? The Q9650 will all around be a better CPU than the Q6600 with more cache and newer instruction set. Even with the higher FSB, they still overclock really well if you have a good motherboard and good DDR2.

I use the TOSLINK on my sound card in my TV streaming PC to my Denon receiver (on top of HDMI). HBOMax removed bitstream audio from HDMI unless you pay more (screw that, worked for years), but I can get 5.1 still when streaming using the TOSLINK with my SoundBlaster card in that PC so it still...
Not to mention, the Xeons and memory would be "slow" for gaming... If you really wanted SLi 4090's for gaming, you would throw it in another other mainstream Intel or AMD platform and it wwould perform better for games.
