Everything I've seen says the non extreme version of the Z1 is garbage in terms of actual gaming performance compared to both Steam Deck and regular Z1 Extreme.

I've heard that the new AGESA also allows for 1:1 up to ~6400. I haven't tried it yet. I have a 6400 CL32 kit, that I run with XMP settings and just downclock it to 6200 1:1 and it's been stable.
The 7900X3D is kind of in no man's land as it only has 3D Cache on 6 of the cores. Seems kind of a waste IMO. Either 7800X3D or 7950X3D is the way to go depending on your workloads.

I do not. There was this thing called COVID which turns out hampered worldwide shipping as Chinese factories were shut down. It wasn't just GPUs that were affected.

The 128-bit bus really starts to kill the 4060Ti once you get past 1080p. If the 6700XT is neck and neck with it at 1440p and clearly ahead at 4K, then the 6750XT would seem to be a clear winner (absent DLSS, blah blah).

It was pretty easy. I give them that. I felt like mine kind of hung a little bit when it was doing an update. It sat there for about 5 minutes didn't look like it was doing anything but then it worked.
It was for sure easier than trying to set up Windows 11 with a local account nowadays :p.
Is reload a program or do you just mean when you reload it? I mean it wasn't hard to do after downloading the image. I just burned it using Rufus and had the steam deck boot off the USB stick. I probably just was using an old USB that was dirt slow.
It's definitely not hard to upgrade yourself if you follow directions well and are patient. The longest part was waiting for the SteamOS to reimage off of a USB stick.

When I was using a 13700k, most of my loads were in the 40-60C range like you said with my AIO (EK 360). The only times it would spike like you're talking about is if I were doing a CB23 run or something. I think your AIO is still working fine.
