All the parts that are level locked are just upgrades to existing things to which you already have access, for the most part. You should have access to all of the "parts" you need, you just may not be able to get the higher tier version of it yet (i.e. Reactors with 30 power instead of 20).

I use both from my NAS. NFS for linux machines, Samba for Windows. If you have lots of small files, supposedly NFS is better, and also it supposedly has less CPU overhead, but it is all subjective. Without a really specific use-case, go with whichever one you prefer
Have you checked that it is enabled in the BIOS? Usually there is a switch somewhere in there that enables / disables Wifi and Bluetooth. Wifi and Bluetooth are usually on the same module, so if Wifi is also not working, then its either disabled or there is an issue with it.
