I hear you though. The legacy things get lost in the always connected network environment. I would setup the XP machine in a VM on a newer host and keep that host on its own isolated network and backup the VM to USB3 drives.
Well policy aside, passing a hardware nic through to the VM should more or less isolate the VM from the rest of the world if you build a non-routed network for it to live in. It would probably make more sense and be fully secure to just setup an old laptop or PC and run it on its own small...

You seem to have very strong opinions about windows considering you don't use it.
I picked an ER-X few weeks back. I 1000% recommend it. Its as close to the real deal as you can get without setting up a network closet in your house and messing all that noise. I get enough of that at work, so having the familiar ent features in a $60 box is awesome. Plus it's fast.
Get a cheap used Nexus Switch.
Beats anything Netgear can muster for the same price. Not really hard to setup, NX-OS is great to work in.

Well I know the cheap way around it would be to boot the host off a USB stick into esxi and then provision the NVMe as vm storage for your OS's. Assuming the CPUs support virtualization.
But trying to pre-boot the OS would be a cool hack. Maybe GRUB on the boot drive that passes to the NVMe...
