(I encountered a different issue but that's more of a SAS2xxx series issue which I haven't encountered...
there are ways to prevent this: advertise more specific routes
And there are secure ways to confirm routes so you aren't just blindly accepting it (some ISPs institute strict prefix filters based on IRR records)
it happened in 2008 with Pakistan and Youtube
It looks like there's a GUI for smartmontools (smartctl) that works on Windows: https://gsmartcontrol.sourceforge.io/home/index.php/
Downside, you have to manually add each drive (it's simple but tedious)
The "device type" field is where you specify which "slot" it is (in screenshot, I added #6)
From the looks of it, it's one "big" 12V rail which is then divided at the modular connector, so if possible, try a different connector at the PSU.

Anyways, do you have a Dell part number in mind?
I have lots of older DDR2 FB-DIMMs, pulled from old Dell servers but since I no longer have anything that can use them, I can't test them :p
that's what youtube-dl is for (https://youtube-dl.org/)
it's command-line based, works on linux, OSX, and Windows
It's also updated on a regular basis
Also supports other sites, not just YT.
I use it for soundcloud then xfer to my phone, etc.
