My son recently upgraded his 2700x to a 5700x on a b350 Tomahawk. He noticed a large uplift in gaming, since the 5700x allowed his 3070ti to stretch its legs a little more, plus the 5700x did not throw as much heat into his small room as did the 2700x.
I don't use pbo or anything, just run my 5950x at stock. But I cpu mine with it, so I keep the fans at 100% (noise doesn't bother me) and this cooler keeps my CPU in the mid-70s, while fully loaded at 4.3-4.4Ghz. I don't think I could ask for more, considering how little it cost.

There have been a few 3950x cpus show up in the FS/FT forum (recently) in the low $500+ range, from users that have upgraded to Ryzen 5xxx. That is a significant cost difference vs a new 5950x, if you don't mind buying used parts.
