Brand new RX 580s have been $160 with free games recently and GTX 1660s have been dipping to $200 and below. Both of those are faster cards to varying degrees. So $100 for a used GTX 1060 6GB from a random forum member seems reasonable to me.
If you are mostly gaming then a GPU upgrade, no question about it. If you are more concerned about streaming then it becomes both.
My recent upgrade from a 2500k to a 3700x was far less noticeable than when I went from a 1060 to a 2080 two months earlier. However I am also at 3440x1440.
Took about 15-20 minutes, but once the line outside cleared I was able to just walk in and had my 3700x within 5 minutes or so. I was actually impressed how quick it was and surprised they had any left. I can see why it would be annoying for you and anyone else after the higher end chips though.
Good bundle deal there as well. $50 off an x570 board/3000 series combo. Overheard one of them saying that they were getting low on the 3700x. The other two, cheaper, MSI MPG tier boards that I'd originally planned on getting were already out of stock as well.

Well the price is a little better than I expected, 1070ti performance for $100 less than what that released at. Still nowhere near the price/performance increase that the 10xx gen offered over 9xx. But better than what we got work the other Turing cards.
