Well likely not, the power button is a momentary switch. Jumper is the easier way of accomplishing the battery removal method, that is why it is there. I have a Switch on mine ON or OFF only type rocker, so off is always off and on/connected is always on if it is in that setting.

Please post a image of just how you have these files on your floppy. They should not be in a folder at all, just the files themselves on the root of the floppy. So please post a shot if you can, so we can see if it does indeed look all correct
