I think it is possible to get a M.2->PCIE riser adapter. The guys at SFFLab had a mini-ITX system displayed at Computex I think that had a graphics card and capture card, with the capture card running off such a riser.
That said, hopefully this is why the RTXs include the USB-C port.

I think you'd be better served doing RAID0 with two SSDs instead of having two separate ones. Unless you have some specific reason to split the drives.
Someone did a build with a similar board (the z77 version) using an H80 (after a leaky H60), but that board has caps on a riser card. With the H60, I think you'd just have to orient it so the hoses are on the memory side and it should be fine.
For socket 2011, definitely go with a full ATX or extended ATX board. Some boards are just slightly extended and probably would fit in a regular ATX case, but some are huge.

Agreed: just go H60 or H80. The tubing on the unit is a bit stiffer than it looks. It'll flex enough to mount properly, but I wouldn't want to try making sharp turns with it.
The only downside with push/pull on the H100 is that, depending on your case, you may not have clearance for a second set of fans. With the H80, you may have RAM clearance issues if the RAM is really tall.
H100 will yield better performance likely, since it has more effective surface area...
