Did a Home instal of 20H... yesterday. Offline/Local option was present bottom left of the Account creation screen. I don't hook any machine up to the internet till I get to the desktop. Always done it that way.
Having built around 20 machines overt the past few months with the latest Windows 10 installer, the Offline account option has been there every time. Has not been an issue for me.

Was running a 5820K X99 system since early 2016. I got a massive inheritance in March (still more to come) but instead of building a whole new rig I just got 32GB (4x8) of DDR4 3200 to replace the 16GB of DDR4 3000 and swapped the 5820K for a 5960X.

The latest issue of W10 does have the local account option enabled bottom left. I think the version before hid it for a while and you had to use the no internet trick to get it but then they updated the installer and it came back later.
Every machine I build goes out with just local accounts. I only use local accounts. I love it when people hand me their laptop to fix whatever and I then ask for the password for the Windows account "A_User@gmail.com" and get told "I can't give you that, as it's my email password!"

Dont worry about 2010 thinking. Just get the SSD and use it. Wear and tear isn't really an issue unless you are a data centre. Just get a decent quality MLC/TLC flash SSD and enjoy. Samsung Evo or a Crucial MX500 will do you just fine if you go SATA type.

Yeah, as I said earlier on I don't think this legislation is really aimed at GPUs and luxury items. I think they picked those items because they resonate with the public right now. I think the more likely specific targets are things like PPE and safety/medical equipment.

I've never used more than 30% of a drive but most drives I roll out to users that havent a clue and gladly fill a drive up with junk. So I think a bit of extra spare empty space may help stop things like TRIM grinding to a halt making things worse.
This is why I still extra over-provision my drives slightly to give the controller more room to breath. 2GB - 120GB 3GB - 240GB 5GB - 480GB 10GB - 1TB and so on. It's not much but just a thing I do.
Yeah I clone HDD/SSD to SSD all the time in cloning docks or USB to USB/SATA to USB. All work fine. No way could I upgrade all those customer machines to SSD with clean installs and data copies.

Get on Ebay and get a 5960X and trade your 5820k in against the cost of that. It's what I did 6 months ago. No regrets. Mine runs 4.4GHz at 1.2v just fine.
Plus you get those extra PCI-e lanes too!
