20mb/s vs. 90-100mbs? Is that worth it? 11g (11a as well) will get around 20mb/s according to published testing (and I've found similar at work) while 11n will get 90-100mb/s according to published testing (and I've found similar at work). Even if 11n could 300mb/s wouldn't 100mb/s be better...

I rarely test more than 20-30 minutes then start playing games to finish stress testing. I've not had issues with unstable OC using that method for testing. To each his own though, I'll probably be told that under 24 hours is not enough (they need to tell my computers that though, not me!!!). :)
awesome chip so far!! It's can be OC'ed pretty easy to 3.3-3.5 with stock cooler or undervolted a bit for 2.5-2.8 operations and it runs fairly cool regardless. Not bad for $70 delivered.

That's what I'm moving into right now. e5200 with Gigabyte UD3R and 2x1gb (I know) while reusing everything else = ~$200 AR delivered. It's a huge step up from my 939 x2 @2.9ghz and I'm only at 3ghz on the e5200 so far (just started and don't have it water cooled yet).

It is a pretty good and popular board. I really think you just got a dud rather than a design flaw. Too many people are using that board to not have more negative feedback floating around. (I'm not saying you are wrong or did anything wrong... rather it was bad luck).
Try to find a fan that draws more power (similar to original) just to see if that is the cause. Perhaps something that is not multi-speed like the Antec. Borrow one from someone or from another part of the case just to test the theory (that's all it is, a theory).
If the DVD is seen by the MB, has the DVD set to boot before the HDD then the OS on the HDD can't be the problem. I have some CD drives that will not work to boot from but other that will... even if the BIOS is set correctly. The problem you are having is BEFORE the HDD should be accessed for...

Any reason to get one of the X3's mentioned rather than the Kuma 7750? The Kuma seems to be a pretty good X2 chip with OC potential.

If the PSU works with the original fan then it is not fried (If I read what you said correctly). It's possible the PSU is sensing something from the Antec which causes it to shut down.
Definitely don't need a surge protector + UPS. Use the SP ports on the UPS instead. Do not daisy chain SP devices onto each other.

The 4670 will probably be ok with the current PSU but you will need a new PSU for the 9600GT.
The Antec Earthwatts @$40 is a very good deal/PSU. There are others out there around the same price but the Antec is definitely good enough.
The 4670 is definitely a low power card!! It is a very good performer for the price and amount of power it uses. I did a PSU calculator check on the system with the 4670. It says he needs ~230 watts. I think he will be ok as long as he doesn't OC (which doesn't appear to be a possibility).
You can OC the 4830 to get 4850 speeds but the disabled parts make a big difference as well. The 4850 is definitely a better card so the money is worth it if you can get it. I think the FPS difference is 10-15% most of the time between them (based on internet research I've done).
The 4670 should compete better with AA turned on vs. 9600GT. 9600GT is a bit better in most situations.. I got the 4670 since I prefer ATI but I got a really good deal on the MSI 4670 which is very quiet in addition to not requiring much power. It's a decent card as a stop gap (for me)...
The Netgear WAG511 is good. It's a/b/g though. I think they have a b/g version... probably called the WG511 or similar. Make sure to apply the XP patch that opens up WPA2.
For a college to do that is a bit odd in my experience. 11a is the way to go if you can control the vast majority of clients like we do at my place of work. Since most colleges have to support what shows up, b/g is more common as the basis of the infrastructure.
