It's possible to create a closed loop with quick disconnects. You can bleed the system with an external radiator, and then reconnect the system without the radiator.
I have the sandy bridge version of this, without the MXM graphics card (which would share the same cooling fan with the CPU). THE cooling fan is significantly thicker than most notebook. So, it's quieter than a notebook but louder than say a dedicated quiet PC.

It doesn't look like that person completed the build. The pictures are all just there for sizing. There's no pump, the tubes are not connected. In short, I don't think we have seen any evidence of a running NCase M1 with 2 Radiators.
