I could think of better ways to spend $200 million in Puerto Rico, but I don't want to SoapBox the thread.

I'm all for rebuilding it, but isn't Puerto Rico still rebuilding from the hurricanes? Not to mention they are notorious for government corruption (and lost money).

If it goes forward I hope it actually completes.
