What should i upgrade next

Hey guys I have a AMD 2600x cpu, x570mb, rx590 gpu and I stream about 4 hrs a day and i just want to enhance my stream some and even be able to stream some more demanding games so what are your thoughts budget is $400
 
The thing that will give you the most gains is a graphics card. However, it's probably better to save your money until Big Navi/Ampere drops.
Although you'd see benefit from getting a 5700xt or a 2060 Super, you'll see even greater gains for the money from waiting.
 
If the streaming is the important thing, then you would do yourself a serious service to swap to a Turing-based GPU. The stream quality on the Turing NVENC encoder is seriously nice, and comes with essentially zero CPU load. A 1660 Super would provide a minor performance bump without factoring in streaming, which might be a significantly higher performance bump if you're currently handling your stream encoding in software on the CPU.

If a raw performance upgrade is your goal, you're kind of in an awkward spot in my opinion. Your CPU and GPU are pretty balanced, and $400 is enough to upgrade either *one* of them, but not really both. Whichever one you *don't* upgrade will become the bottleneck.

Depending on the resolution and framerate you target would determine what you're aiming at. If you play at a relatively tame resolution and target high framerates (120+), your CPU might be your best option. A Ryzen 5 3600 would be a tangible upgrade over its 2600x predecessor.

If you play at a relatively high resolution - 1440p or up - then the GPU makes more sense; The RX5700 would be tangibly faster than the RX590 at high resolution gaming. However the GPU based encoding on the AMD platforms suck, so you'll still be handling stream encoding on your CPU, hence the bottleneck.
