Alright, I am Googling this and am not finding the specific answers I desire.

So, can you on the same network play a coop game with a PC and a Xbox One?

Game in question, Borderlands 2. Have it both on Steam and Xbox. Lan game?
 
From what I'm seeing online, cross platform online play is only available between Windows and Mac users, not between any PC and console users. There's only a few games that I know of that support cross-play between PC and consoles and Borderlands 2 isn't one of them. Same with Borderlands 3 even from what I'm seeing.

So no, you can't play co-op between both platforms, neither online or on a LAN.
 
For Xbox and PC crossplay the game has to be a Xbox Play Anywhere title.
A few examples, Forza Horizon 4, Forza Motorsport 7, Gears of War 4, Gears 5, Sea of Thieves etc...
From my understanding, going forward all first party Micrososft titles will be play anywhere titles. Third party titles will up to the developer but there are some as well, Shadow of War, Resident Evil 7 etc...

I don't think any of the Borderlands games are part of this.

I routinely jump between playing on my Xbox and PC for the Forza games depending which room I'm playing in.

edit: Just wanted to add the the wife and I beat Gears 4 and 5 together this way. She played on Xbox and I played on PC enjoying mouse and keyboard controls. We also were able to play Gears 5 together using a single game pass sub since Microsoft is actually really damn awesome for game sharing.

Actually my Silverado does have hot spot capability. I have been in an apartment since late Oct.
