I have a i5 4690k, 16gb ram, 270x combo. I would have to figure out how much shipping would be. Lmk if that interests you.

Find a used 2600 under $80.
I used a garbage ASRock b450 motherboard and it clocked my 2600 or 1700x no prob.
Basic 16gb of Corsair 3200 is cheap and works at xmp.

There are some deals I saw on Slickdeals for gaming monitors, add the games the kid wants to play and you can decide on a $100 RX 580 8gb or a 1060 6gb.

Tops $300 in parts.

I have a spare machine that has some decent parts in it. It's a little pricier though. Ryzen 3700x, Geforce 1660, Gigabyte ITX board with 32 gigs of 3200 ram (Rgb of course, lol), and various stuff. DOn't know if you are looking for that level.
