will 3950x have an issue reaching rated speed with 4 sticks of this...?

For it to be a breeze it would want to be on the MB and RAM QVL as running 4 sticks ok.
This is most likely to work if the MB supports T topology and the RAM comes in a 4 stick kit.
Pairing up two kits increases the chances that you will have to delve into tweaking timings V and possibly sacrificing a little speed.

So what MB are you looking at?

I run my 3900x with 4x8gb of 3600 at 3800 w/fabric clock at 1900 as well just fine. Even when I OC'ed all core to 4.3Ghz it was fine at stock memory timings/voltages.

thats great and all, but those are 4 SR sticks.... im talking about 4 DR sticks... major difference

Virtually none of the X570 boards have T topology (I don't know of any). They are all daisy chain. A lot more of the X470 had it. I posted a spreadsheet I found in the other thread newls1 had.

I would fire up the DRAM Calculator and see what it has to say concerning the various setups you are looking at with the type of motherboard and ICC's of the RAM you're looking at. Not sure what's in those Neo kits. I run cheap Hynix CJR Ripjaws V at 3600Mhz Cas 16 (rated at Cas 19), so you don't have to go crazy if you're looking for Cas 16 and 3600Mhz.
