3900x lowers its clock speeds?

I can run Prime 95 for 30 minutes straight and never see my clocks go below the stock 3.8Ghz. Now that I have a new AIO I even see them run higher and temps lower around the same amount of time run. I did update my BIOS today to the one that MSI just released for the X570 Gamin PLus on 10/30 and they seem to run a hair faster now. I am going to run it longer tomorrow when I am bored to see what it does.

My last suggestion fell on deaf ears apparently. But I will try again. This CPU came with a cooler. Put it on and re-test. GIVE us some numbers ya?

do you really think that its busted when he's only hitting 70c? have you ever encounter a broken aio?
My thought on this directly is that maybe it's not only hitting 70c. It's rare but maybe op also has a cpu/mobo temp reporting issue, which may be combining with a defective AIO to give the results. Cpu temp throttling circuit does not use the same silicon as the temp monitor typically iirc.
But again I'm swinging blindly in the dark, remotely diagnosing stuff like this is hard.

my guess would be a mounting issue since it's giving the average temperature of the entire processor, one of the die's may be overheating and thus triggering the processor to protect it's self even though the reported temp is only 70C. agree with what funkydmunky said though. take the main variable out of the equation, if it's still having issues with the stock heat sink then move onto other parts.

I've had 2 AIO's fail in under a year. Anything is possible.
did you still get acceptable temps with them though? no you didnt. soon as there was load the cpu spiked to 100C right? aios dont fail and then still give you usable temps.

The guess is it would be a combination of the CPU throttling due to lack of cooling. PC's can be strange beasts. One variable at a time and test it properly. Why your so righteous out of determining a single variable is bizarre to me. CPU came with a cooler. Test with it.

Actually you are incorrect. The first one had an intermittently noisy pump and the second one had visible crusty moisture at a fitting. They both cooled fine (under 70c) on a fairly heavily overclocked 1600.

so totally not what this guy is running into.

My 3900x is at stock speeds but once it hits 158F at 100 percent load it cuts back to 2.6GHz to 60-70 percent cpu load until the temp drops by around 30F then returns back to 100 percent load at stock speed.

Is there a hidden setting for this? From what I have read it should not be Reducing speeds at that temp.

Im using a x570 board with all default settings.

Thanks
David, I know your VRMs aren't getting hot under load. However, I am kind of wondering if you might have a faulty VRM or Capacitor issue. Like your main board, itself, might be hitting a point where it cannot sustain power to the CPU. I just had a motherboard's VRM die on me driving a 3600 I was using. Just a thought.

I can tell you right now my 3900x has never once throttled below 3.8Ghz all core clock. I have had 3 different AIO's and two air coolers. I am using the 3rd AIO now and the temps will eventually get to 95 for a little bit during Prime 95 but the only dropped to 3.9x Ghz. Mostly they hand in at 4.1Ghz and above for the 30 minutes I ran the test. Spent maybe 2-3 minutes at 95 degrees. I run my TDC at 144A and EDC at 192A max's.

That's not stock. Lets be clear. It will without a doubt go below 3.8ghz in certain loads at pure stock tdc/edc.

Will it get to 2.6, I don't think so. But I can easily, and I mean easily drop my core below 3.8 at pure stock settings.
