i have a spare phone which i use in my car for gps, i use an app called offline maps for gps, works great

lets say someone stole my phone,

am i able to track my phone with an app?

the thing is, its a spare phone and it doesn't have wifi, data, or sim card,

i tried to track it using my google account, but it won't find it because it doesnt have data since it doesnt have a sim card

It kind of needs an internet connection in order to report its location for any tracking mechanism to work. So you're SOL unfortunately, since at that point it's no different than a standalone GPS like a Garmin.

Plenty of decent budget or used phones for under $150 that would work fine for offline maps though.

the answer is yes. the phone has an auxiliary power supply that fuels the gps beacon so that the NSA can ping it no matter what. You just have to know someone with access to the sat com. :cautious::p

Well...

iOS13 will let you track it, but only if your close enough for Bluetooth to ping it.

But that's pretty new

yes and no like others have said it has a unique id on the gps network if it is on it can be tracked but by the nsa or fbi or phone company if you flag it stolen on google it becomes a paper weight if they ever bring it on wifi or cellular or if they factory reset it. It will require the google account it was activated with to finish setup.
