When i put my AMD RX570 in the top PCI-Express slot, the GPU covers the chipset fan for about 50%.
I use a Intel Optane card in my second x16 PCI-Express slot.

So i use a second PCI-e device, but that doesn't mean that my GPU goes back to x8 (instead op x16) right?

Is it wise to switch the GPU and Optane card? Of will my GPU not run at PCI-e 3.0 x16 in the second x16 slot?
If i switch my chipset fan will have more space to breath.

My mainboard is an Asus Prime X570-Pro.

According to the fancy diagrams, they are all PCIe 4.0 slots. Even at x8 bandwidth it is the same as PCIe 3.0 x16. So it shouldn't make a difference. Might be worth checking the manual for specifics though. I don't think it's a big deal to cover the fan personally.

Except I think if he has an AMD RX 570, then AFAIK it' a PCI-E 3.0 gpu so will only run at pci-e 3.0 x8.

If you use both PCIe x16 slots they are both x8, so you can chose. Not sure if you use second and first is left free that you will get x16 though. And don't bother about the speed. PCIe 3.0 x8 is fair enough, PCIe 4.0 on x16 is double digits overkill. No way rx 5700 XT will be close to it. Then rx 570 may not lose any speed even on a X8 PCIe 2.0.
