Help needed with Zen 2 build

Hi guys

Hope ya'll are doing well.

My Maximus VII Hero just passed away, and I thought it couldn't be a better time to upgrade as the 3rd gen Ryzens just came out.

So I went and got a 3rd gen Ryzen setup:

Win 10 home
MSI MPG X570 Gaming Plus
Ryzen 5 3600(stock cooler)
G.SKILL Ripjaws V Series 16GB 3200
SAMSUNG 970 EVO 250GB for OS

..and I've carried 2 things over from my previous build:

Rosewill CAPSTONE-750(5 years old now)
MSI Radeon R9 390

I'm not OC'ing anything. Everything is on default, except for the RAM which I had to adjust from the BIOS to run at 3200.

The problem(which is kind of similar to what was happening to my Haswell build before the mobo died), is that the PC will always get stuck at POST screen when starting the machine up. Test light is stuck on "BOOT". Hitting the restart button fixes this immediately and windows boots normally.

Ever since I built this thing, it was doing all kind of weird things such as this. Randomly getting stuck here and there, some blue screens...watchdog violation and a couple others I can't remember. Now everything seems to be OK except for starting the machine up. Always gets stuck on first POST, then goes through after restarting.

I have run windows memory test and the results were OK.

I've checked my drivers. This is a clean install of windows 10 home edition. All drivers are latest, and clean installs of them.

I have considered updating the BIOS but did not do it as I don't want to risk it before I at least have your professional opinions.

If the information above isn't sufficient to make an opinion or thoughts, I apologize. Please let me know what else I must include/what other tests I should run.

I ran my 290x (375watter) on my 370x chipset with 3600 but I run Corsair TX 650 watt because of 52 amp single 12v rail for video card = higher the 12v single rail is the better it run your video card and it will be very stable as I even ran CX 570 's on that power supply with the 3600 = no issues .. so I agree with DrLobotomy
 
Replace the PSU: EVGA Supernova G3 or Seasonic Focus Plus.

- Also, I would seriously consider plunking down on a budget after-market cooler for that 3600. (because precision boost frequencies are based on temps etc. A 212 would certainly suffice and can be found on sale for cheap)

Lastly, go ahead and update your BIOS. I just checked and your board recently received the latest AGESA microcode update. It's a simple usb-style BIOS flash, no worries these days..

Any specific budget cooler for the CPU? I noticed it runs hot. In fact, it was running funny hot when I stressed it after building the rig. The thing was running 92c at 100% usage. Thats 3c before it hits temp limit! It also runs like high 50s to low 60s when browsing the web on Chrome. :|

I shall also update my BIOS and see if it helps.

Ok thank you guys. I'm back with some good news.

Updated BIOS to the latest available BIOS in MSI's website, after 3 power-up's the PC never got stuck at POST! In fact, it now boots like 60% faster!

Also, I went ahead and got a Deepcool GAMMAXX 400 CPU Cooler. My CPU runs 20c lower when on Google Chrome + a VM(around 40%-50% CPU usage).

I was looking up the CM 212 at a local shop and they didn't have it. Instead, they had this Deepcool gammaxx 400 cooler, so I checked it out and it actually beats the CM one. Check this out!:

EDIT: O yea I really felt like I must say this: the stock AMD cooler Stealth Wraith or whatever its called is a piece of sh*t lol.

EDIT 2: Had to test and compare- during the test, highest temp was 76c(stock cooler was 93c). And are these good numbers?

Oh man. Each and everyone one of those sound like jet engines getting ready to take off.
