16 BAY 4U DAS EXPANSION...question

I'm thinking about building something like this, but before I deep-dive into researching the build, I just want to make sure: "server" here is interchangeable with "desktop PC," right? Meaning, I can attach this thing to my desktop PC, as long as I have a free PCI slot for the SAS card, right?

Edit: oh, and I'm unfamiliar with racks; I can run that case without having a rack, right? It'll be ugly, but it'll work fine just sitting on a desk, right?

I think maybe I've figured out one reason to say "server" instead of "pc" or the like: it implies use of a NAS operating system, like FreeNAS, OpenMediaVault, or Amahi, which I won't be using.

I can use an SAS HBA controller with Windows 10, can't I?
