So, I've experimented with a few different things. (Using a Gigabyte Z390 Aorus Elite - Rev 1.0, Bios V 7).
1.) I initially installed RGB Fusion by itself.
2.) I later uninstalled RGB Fusion --> Installed App Center --> Installed RGB Fusion from there.
-In both scenarios when using Event viewer, I can see that RGBFusion.exe prevents BOTH my USB flash and USB HDD storage from safely ejecting--even if I reboot my computer!
-If I use Process Explorer to kill both RGBFusion.exe and Check_Kill.exe I can safely eject and my RGB colors stay the same. HOWEVER, every time I reboot/power on, I need to go back into Process Explorer and Kill that Process Tree. I have no idea what Check_Kill does or if It's ok to disable?
Honestly, I'm super pissed off with this buggy piece of software, but It's essential to keep my RGB operational. Any suggestions on what I can do? Gigabyte support hasn't been very helpful so far. Another user I know has the "Pro" model of this board without App Center installed and the RGB works perfectly fine with no safely eject issue. Also, this person has an entry in "services" called "RGB Fusion" which I don't have. Very strange.
