Fallout 4 GOTY $9.99 at cdkeys. (Dead, now $12.79)

So I paid $10 and all I got was a download link, no key. The link says they sell keys that can be activated:

Activate with Steam:

  1. Download and install the Steam client on your PC. (https://store.steampowered.com/about/), then sign up and log in.
  2. Locate the Steam key in your CDKeys.com confirmation email, and copy it to your clipboard.
  3. Open the Steam client and locate the “+ ADD A GAME...” button on the bottom left of the window. Click this and choose the “Activate a Product on Steam…” option.
  4. Paste the key from your clipboard in the “Product Code” section when asked, and follow the rest of the prompts to add the game to your library.
  5. Your game is now viewable in the “Library” tab, and is available to download/install when you’re ready!

Am I missing something?
 
Key activated but I had to enter my cell phone number to access it. :unsure:

I've had to do that a few times. I'm pretty sure it's a security measure. There's been no increase in Unknown Numbers or obvious scam calls, so I doubt they sell or use your phone number for anything but verification.

A site like cdkeys no doubt gets tons of scammers trying to use stolen cards and accounts, so it's in the site's best interest to minimize that since those funds are generally taken back but the keys are still gone.
