Exactly. A 2080 at stock is better than an OC'd LC 2070. And less hassle. But OP may have already bought the 2070 some time back and cannot exchange it for a 2080, so understandable.
 
Are there even aircooled aftermarket coolers for the 2070?

Doesn't seem to be anything out there really..
 
not off the shelf, but i could adapt something, not needed in this case, my woman's got more than enough card for her gaming.
 
No full cover block, but I adapted an older Swiftech MCW50 block for my 2070 Ventus.
