At best they are harvesting email for spamming - at worst they are harvesting your email and any emails you send or receive, your personal information, tracking your usage, and reselling all of that.
It's likely the latter since they they will likely ask for info to confirm your SNAP / whatever else status (which I assume will basically require everything anyway).
