Can you wire an RGB vandal switch to a mini rgb header?

should be able to. make sure they are both the same voltage (5/12v) and then just match the pin-out.

So theoretically, i would wire/sleeve the power wire, connect it to the pc power header. then i would seperately wire the connectors to a resistor then wire the LED wires to the motherboard rgb header. Would i need a microcontroller to control the colors or would the rgb header on the motherboard act as that?
 
yup that should be it and yes the mobo would do the control and you have to match to what your board supports 3/4 pin and 5/12v.
