Crysis 2 running @ 24 fps Rise of the TR runs ok

its been a few weeks now since the low fps started happening (only with EA games) so tonight I uninstalled everything EA/Origin then installed the client and Crysis 2 and still getting very low fps (fails the same on all Mass Effect series games except ME Andromeda). All my games on Steam run fine, it's just EA games that are failing. Here's some screen shots. Both games max graphics settings, nothing changed when loading and running the games (aka fan speed, etc)

Does it seem to be locked to 24, or is it a bit more variable? How does mouse-to-screen latency feel?
 
Have you updated any drivers recently? What version of the drivers are you on?

Has Gsync been enabled in your driver control panel? And is vsync turned off?
 
Go to Manage 3D Settings in the NVIDIA control panel and set Preferred refresh rate to Highest available.

The issue is the game doesn't allow you to pick a refresh rate and it is defaulting to the first one available instead of inheriting the refresh rate from the desktop, or the slowest which is usually 24 Hz on modern displays.

your right, it's somehow running on 24 Hz. I turned off the in-game V-sync and frames shot up to 156 fps. "Preferred refresh rate" does not show in my NVCP. Desktop res is set to 1080p 60Hz. I use a 32" LG TV/monitor.

When I turn on V-sync either in-game or through NVCP it goes to 24 fps. I tried "fast" and "adaptive and it still goes to 24 fps. Doesn't do this with games launched through Steam.
 
Try switching between fullscreen and borderless window.
 
I use to have this issue with Crysis 2 on HDTV's back in the day. The fix was making a custom resolution in the NVCP. For 1080p, make a 1918x1078 custom res and save it, than go into the game and choose the custom res and it should work instantly, even in the menu.
 
Thanks for all the input. I wound up removing all Origin games and launcher then reinstalled everything and that seems to have worked.
