Windows 10 problem with multiple displays

I use my laptop with a docking station and 2 monitors - it is connected via DP. I arrange all my windows the way the I want them, but if I undock and connect again, or even sometimes when I sleep and resume, it forgets the layout and all the windows are either back on the laptop or randomly jumbled.

This as you can imagine is really annoying. Is this expected or a bug and are there any utils that will fix this?
 
Sorry, I meant the actual windows (which monitor, size, fullscreen status) and not just desktop icons. e.g. if I have 10 windows open when I sleep/undock and when I resume they should be back where they were.
 
Just went through this at work with someone, each video card had a monitor described as '1' and '2', we had to change them to 1,2,3,4, not 1,2,1,2 in each video device control panel
 
This happens when the other monitors are disconnected, or dock unplugged.

Which leads me to believe the following, the ports on the dock are being put to sleep OR if its a USB dock Windows power saving settings are setting power to OFF for that USB port.

Try this, Goto Device Manager, Find you Dock in the list, Right click Properties, Power Management and untick "Allow the computer to turn off this device to save power"
 
^ Thanks, will try that. Noticed one more thing - I get a notification 'Display Port topology changed' which is probably why Windows is doing this (resetting everything) and may not be a problem for everyone.
