Looking to build a decent gaming pc for around $800 or less if possible suggestions ?

You are almost better off looking at pre-builts and then making upgrades as more money becomes available. I have seen the HP Omens with a 1070 for sub $1000.
 
Have you looked at the new BLD by NZXT prebuilt models? Not sure about pricing but I have heard good things.
 
the answer if you spend smartly and wait for deals...very easily yes.

I picked up a i7-4790 barebones machine for $150 on letgo, added a Geforce 1060 to it, and an ssd for less than $500. Still probably 2~3 more years of solid 60fps gaming at 1080p.
 
Get a Dell Precision T3600 with a E5-1650 (3930k equivalent)

then slap in a used 1070Ti or 1080. I'm actually going to test this with a 1070Ti once I get home. an R9-390 pulls too much power and it shuts down under load.

Under $300 shipped for a T3600 on eBay with 16GB of RAM and the E6-1650 CPU and a 1TB HDD.

You will have to cut the support bracket off the inside of the side panel for the taller video card to fit.. a Dremel with cut-off wheels works great to cut through the spot-welds and it ends up nice and clean in about 10 minutes max.

Or you can always bump up to a T3610 with a E5-1650 v2 (4930k equivalent) for about $450 and then add a good video card.

Definitely possible if you are willing to go used parts route and possibly reusing old existing PC parts that are still usable.
GFX cards have gotten cheaper past few months. Black Friday is just around the corner. Find a Microcenter nearby and you can get CPU/mobo combos for cheap. I'm looking at a B450 mobo + Ryzen 2600 cpu combo for ~$227, add ddr4 3200 16 gb ram for $109, an ADATA 480 gb NVME M2 drive for $93 and that will be most of the core parts. Find a gfx card deal for $200-$250. Throw in a case for $30, psu for $40. Monitor for $50.
