i7 8700k hitting 100c when booted up

I have this really strange issue with my CPU.

Everytime when I boot up my PC, the CPU would experience a heat temperature spike and would run really hot for some reason, even hitting the max temperature of 100C. This would go on for at least 5 minutes before the CPU would cool down. My PC has never shut down because of this, not sure why.

When I run IBT or Prime 95, my CPU temperaturew would only hit 65C-70C max with my overclock of 4.5Ghz which seems normal.

Why would my CPU would start at at such insane temperatures at bootup? Whats more annoying the temperature would hover around 70C to 100C max for around 5 minutes or more before throttling down to normal temperatures.

Using a Coolermaster MasterLiquid ML240R RGB cooler to cool my CPU.
 
The funny thing is, my idle temperatures are around 20-28C which seems normal, I really don't understand why at startup my temperatures would go crazy high like that, and when at full load it will max out at 65-70C only. Really strange behaviour.
 
Kyle's suggestion is absolutely where you should start. The cooler should easily handle this, but only if the heat is actually getting to the cooler effectively.

The discrepancy between boot and prim95 loading could be some aspect of short vs long term power limits. Still sounds odd, but without ensuring heat is really getting to the cooler correctly, we're throwing darts a bit.
 
Do you have the pump control plugged into a motherboard pwm header? If so try direct to psu control.
 
Plugged into the header is okay, just make sure any fan control for that header is off so it's always at 100%. It sounds like on startup it's probably not getting enough juice but as temps rise the board increases the voltage to the fan header, so you get 'normal' temps as the pump kicks in.
 
I turned off my overclock and the same thing is still happening, though the CPU is still running at 80C instead of 100C which kinda makes a small difference, but running at 80C at stock speeds at bootup is still unacceptable.

I've already updated to the latest BIOS, reset its values to default and nothing has worked.

I doubt it has anything to do with Windows, because when I boot into the BIOS, the CPU will start to heat up to over 60C and rise from there.

Yes the pump will start running immediately once the PC has turned on, I wonder if I should just buy another AIO cooler to see if this one is a dud because I'm not very happy with it either. I tried everything and I'm still getting high temperatures so I don't know what is wrong.
 
the pump may run but that doesn't necessarily mean liquid is flowing through the radiator. Slap on any non-liquid cooler (no need to use the clip stuff - just be careful when running the board) and you'll know better where the problem is
 
Mounting the Coolestmaster Masterliquid is not easy to mount in comparison to other water coolers I have mounted. A remount would be highly suggested, did you remove the plastic film on the cooler copper side of the cooler? I had troubles the first time I installed the MasterLiquid 240 on my kids computer, it took a second attempt to ensure it was mounted right. When you remove the cooler you'll be able to inspect the thermal compound to see if it spread evenly on the 8700k.

It seems to me that something prevents the pump from running during boot. Check which header it is connected to, and check if that port is set as full speed / pump in the bios. The pump should also ignore PWM signals so if the port is set as pwm that should work as well.

If there is no such option try connecting the pump with an adapter to the power supply directly.
