Win10 x64 Not Obeying Power Plan

I've got a fully updated Win 10 install that just does not want to do what is in the power plan - specifically, monitor does not shut down and computer is not put to sleep in the designated time periods.

Based on some searches, I made sure that my wireless adapter coulld be put to sleep in the Power Management tab in the Device Manager adapter. I also went through the rest of the device manager to see if there were any other peripherals that had that box unchecked.

Came across a suggestion to run a admin command prompt that checked integrity of update files - all good.

The monitor I am using is updated with the most recent drivers (first using the CD it came with to update the driver and also checking in Windows to see if it could find a more recent one).

Of course I also went through the power options toggling the times just so I can save it to make sure the options the stuck.

Oddlly, the user account will get kicked and the screen goes to the login screen after some time (long after the 10 min specified to turn off the monitor and the 20 or so min to put to sleep). Even on the login screen, it wont put the monitor to sleep much less put the computer to sleep.

Any help greatly appreciated (note this is a low end build for my mom not the computer to see in my sig).

if a PC doesn't sleep or shutdown based on power settings it could be receiving small movements from the mouse. It may not be perceivable when looking but it doesn't take much to reset the clock. Maybe try unplugging the mouse to see if it will sleep the monitor / put PC into sleep mode.
 
Thanks for the idea ... I did try disconnecting the bluetooth adapter for the wireless mouse and keyboard. I also went through each device in the Device Manager to make sure that each was allowed to be shut off in the Power Management tab to the extent there was one.

None of these worked.

But in case someone is coming across this with the same same problem - this was my issue. I had the Lock Screen going through a slideshow. I may have mistaken that setting screen as the general background theme screen. If set to slideshow, when power settings are set to turn off the monitor, is switches to the lock screen instead and begins the slideshow. If this is set to a static picture, then the monitor will turn off and sleep mode initiate if selected. I came across this since there is actually a warning on the Lock Screen setting page indicating this. Why it is like this, I have no idea but this fixed it for me.
 
So the slide show was providing enough activity for the PC to not go to sleep?
 
Actually having the slideshow activated on the Lock screen specifically prevents the monitor from turning off (and by extension letting the computer go to sleep mode). I did just notice that there is an "Advanced Options" when slidescreen is selected that has an option for how long to wait until the monitor is turned off once the slideshow starts. This is set to "Never" by default.

The more I noodle around with W10 settings screens, the less I am impressed by what seems to be smashed together logic to get some not-so-critical feature incorporated. I'm particularly annoyed by the W7 screens if you drill deep enough like with the power settings or user accounts. Don't even get me started of the Guest account delete.
 
At least you have power plans. The only one I had was 'balanced' and had to create a custom 'high performance' plan. It just disappeared after one of the upgrades.
 
Wow. That's just lame and I'm sorry for that annoyance. I do like W10 better than W7 but there's a lot to question about it.
